The Minister of Tourism and Hospitality Industry, Hon. Barbara Rwodzi, has announced the appointment of new boards for two of Zimbabwe’s most strategic tourism institutions, the Mosi-Oa-Tunya Development Company (Pvt) Limited and the Zimbabwe Tourism Authority (ZTA) with effect from 31 December 2025.
The appointments are part of the Government’s ongoing efforts to strengthen corporate governance, improve service delivery, and accelerate tourism-led economic growth in line with National Development Strategy 2 (NDS 2) and President Emmerson Mnangagwa’s Vision 2030.
The Mosi-Oa-Tunya Development Company, a parastatal mandated to spearhead tourism infrastructure development and investment facilitation in Victoria Falls, will now be guided by a board with deep expertise in engineering, banking, investment and governance.
Appointed Board Members
Chairman – Phineas Makombe A seasoned civil engineer who began executing major national infrastructure projects at the age of 21 and brings decades of experience in project development and implementation.
Vice Chairperson – Sheila Hawa Sidambe A banker and entrepreneur with 16 years of banking experience and former Chairperson of Mosi-Oa-Tunya Development Company for four years, bringing strong institutional memory. She holds a Master of Business Administration, qualifications from the Institute of Bankers, and a Higher National Diploma in Advanced Bank Credit Management and Investment Banking, and is also a holder of a Silver Lending Licence.

Hon. Rwodzi said the board’s blend of technical, financial and development expertise would enhance the company’s ability to deliver world-class tourism facilities, expand accommodation capacity, attract both domestic and foreign investment, and improve visitor experiences in Victoria Falls.
She also paid tribute to the outgoing board for laying the foundation for key projects, including the Masuwe Project, which commenced in 2024.
The Zimbabwe Tourism Authority, which is responsible for promoting, regulating and marketing Destination Zimbabwe, also received a new board tasked with strengthening the country’s global tourism competitiveness and regulatory effectiveness.

Chairman – Farai Chimba
A seasoned hotelier who has worked under the Leading Hotels of the World brand. He previously served on the Joint Zambia–Zimbabwe Tourism Technical Committee and is a former President of the Hospitality Association of Zimbabwe and Vice President of the Tourism Business Council of Zimbabwe. He holds qualifications in Tourism and Hospitality, Property Investment and Development (UCT), and Business, International Relations and Political Economy (London School of Economics).
Vice Chairperson – Lizzie Makwezwa A hospitality executive with 25 years of experience across leading hotels in Zimbabwe and international brands, with strong expertise in hotel operations, quality assurance and high-level event execution.

The Minister said the ZTA board would play a critical role in strengthening tourism promotion strategies, improving regulatory frameworks, enhancing service delivery, and ensuring Zimbabwe remains a competitive and attractive global tourism destination.
Both sets of appointments were made in line with:
Section 194 of the Constitution of Zimbabwe
*Section 11 of the Public Entities Corporate Governance Act [Chapter 10:31]
Section 4(1) of the Tourism Act [Chapter 14:20]
These laws ensure transparent, consultative and merit-based appointments, while promoting accountability and efficient use of public resources.
Hon. Rwodzi emphasized that the new boards will be instrumental in driving inclusive and sustainable tourism development, increasing tourist arrivals, boosting foreign currency inflows, and growing the tourism sector’s contribution to national GDP.
“With strong leadership and strategic oversight, these institutions will anchor Zimbabwe’s journey toward becoming an Upper Middle-Income Economy by 2030, with tourism as one of the key growth pillars,” she said.
The Ministry also expressed gratitude to the outgoing boards and management teams for their dedication and commitment in strengthening Zimbabwe’s tourism institutions.
